Hwy 142 @ US 278 Connectivity Recommendations

For the past 5 years, the City of Covington and Newton County have been growing disproportionately to the other areas around the Atlanta Area.  This portion of the county is experiencing increasing traffic volumes due to rapid development.  There is increasing residential and commercial growth surrounding this intersection which has led to unsatisfactory levels of service and intersection delay.

Land in all quadrants of this intersection is developing quickly, but the northeast quadrant still has available land to create a parallel route to SR 142.  This will create another north-south route for those vehicles traveling westward on US 278 and can mesh well with the existing roadway network east of SR 142.

The URS Corporation gave a presentation at a public meeting on September 28, 2006 to showcase their recommended alternative route.

Benefits and Drawback List

Benefits:

   1. Connectivity Good connections at both ends.  Southern end ties to development road.  Northern end ties to access easement across SR 142
   2. Construction Cost Lowest cost of the alternatives mostly due to shorter alignment.
   3. Car/Truck Interaction Limits interaction by using new intersection to access SR 142
   4. Property Owner Support Owners of affected parcels favor this alternative
   5. Property Impact Property impacts largely are undeveloped and would not split properties

Drawbacks:

   1. Roadway Grade Grade may be as high 6%
   2. Environmental Impacts Affects confluence of drainage ditches and some wetlands.
   3. Intersectional Spacing New Intersection to be approximately 1700 feet from SR 142/US 278 intersection
